        <![CDATA[<p>A new (draft) report <em>Netbooks on the rise: European overview of national laptop and netbook initiatives in schools</em> will shortly be published on <a href="http://insight.eun.org/ww/en/pub/insight/index.htm">Insight</a>. The report was drafted on the basis of the information provided by Ministries in the Country Reports and the first results were presented during the <a href="http://eskills-week.ec.europa.eu/web/guest">eSkills week</a>. Also European Schoolnet, in cooperation with Acer, is involved in a netbook initiative, the Acer-European Schoolnet Educational Netbook Pilot, started early in 2010. </p>]]>
        <![CDATA[<p>Abstract of the report:</p>

<p>The introduction and implementation of ICT in schools over the last ten years has mainly happened in three stages. First, computers were introduced in separate computer labs and used to teach ICT as a subject or for other subject-related purposes. Following this, computers were rolled out more and more in classrooms and in other parts of the school (e.g. libraries, computer corners) to ensure their integrated use and to reduce computer per pupil ratios considerably. In a third step, with emerging technologies, such as interactive whiteboards, handheld devices and netbooks, which are lighter, smaller and more affordable, ICT integration now focuses on using these tools to modernise classrooms and education systems. <br />

Based on the belief that ownership of devices is highly motivating for students and also for teachers, the latest national ICT initiatives increasingly focus on 1:1 initiatives by providing personal notebooks and netbooks to students, teachers and families. Even though laptops are not a new phenomenon in educational settings, several European countries have started in the last years to invest further in low-cost computer devices, and netbook initiatives are developing more and more in schools and in other educational contexts. </p>

<p>Moreover, at European level, European Schoolnet, in cooperation with Acer, is involved in a netbook initiative, which started early in 2010. The Acer-European Schoolnet Educational Netbook Pilot is aimed at understanding and documenting how learners and teachers can use netbooks in various educational contexts. The aim is to explore how the introduction of netbooks and one-to-one pedagogy in schools could change teaching and learning processes. Until June 2010 the pre-pilot will involve 10 classes in 6 countries (UK, France, Germany, Spain, Italy and Turkey), while the full deployment phase will run from September 2010 to June 2011 involving 50 classes in each country. </p>

<p>In the framework of increased interest and investment in this field at national, European and international level, the paper aims to give a general overview on laptop/notebook/netbook initiatives in a number of European countries. 30 initiatives were identified in 14 countries based on information provided by Ministries of Education in the Insight country reports on ICT in education [<a href="http://insight.eun.org">http://insight.eun.org</a>] and through desk research. These countries include Austria, Czech Republic, Estonia, France, Germany, Hungary, Portugal, Spain, and UK, Greece, Israel, Malta and Poland.</p>

<p>The report is structured in two main parts: firstly, it looks at the scope of the initiatives in terms of the main target groups and number of actors involved. This first part of the report also analyses the focus and aims of large scale ICT initiatives providing laptops or notebooks for schools and 1:1 initiatives. In the second part, the report considers the organisational framework including ownership, stakeholders and conditions and incentives for participation. The report also contains two tables, an overview of all the initiatives and an overview of target groups and initiators, which can be found here below.</p>

    <title>eSkills Week major campaing to improve ICT skills in Europe</title>

        <![CDATA[<p>DIGITALEUROPE and European Schoolnet announced the eSkills Week 2010, aiming to raise awareness of the growing demand of highly skilled ICT practitioners within the industry.</p>]]>
        <![CDATA[<p>As statistics show, concerted action is needed as digital illiteracy and the digital divide persist: 7% of the EU population has no computer skills whatsoever and more than 60% of people, not educated beyond lower secondary level, have no basic e-skills (<a href="http://epp.eurostat.ec.europa.eu/tgm/table.do?tab=table&init=1&plugin=1&language=en&pcode=tin00093" target="_blank">Eurostat study: Individuals who have never used the Internet</a>).</p>

<p>Thus, DIGITALEUROPE and European Schoolnet launched the eSkills Week 2010, funded by the European Commission’s DG Enterprise and Industry. The culmination of the campaign will be the European eSkills Week taking place on 2-5 March 2010. The aim is to raise awareness of e-Skills issues, identified through research activities in the field:<br />
<ul><li>Safe and secure use of the Internet and related technologies is a priority of DG Information Society and its Insafe network of national e-safety awareness nodes (coordinated by European Schoolnet). <br />
<li>Young people with sufficient maths, science and technology skills and qualifications at secondary level are not going into tertiary IT education. <br />
<li>ICT practitioners and professionals progress along a “leaky pipeline” with some groups dropping out of the profession despite taking tertiary studies in the field.<br />
<li>ICT professionals themselves lack certain skills, namely a shortage in 2008, <br />
across Europe, of up to half a million people with advanced networking technology skills and particularly in ICT strategy, security and new business solutions.<br />
<li>Formal education and industry-based training lack long term, clear coordination, despite EU-level reports recommending large-scale multi-stakeholder approaches. <br />
</ul></p>

<p>The European e-Skills week is expected to bring 300,000 participants in more than 100 activities. The events will take place across Europe with more than 20 participating countries. Public authorities, ICT companies as well as schools and students are working together to organise a range of events, training sessions, school visits, competitions and more, to underline the importance of ICT skills in today's society, and to demonstrate the wide range of job opportunities in the field. </p>

<p>Pan-European events take place between November 2009 and March 2010. Organisations and companies interested in joining the e-Skills Week can already <br />

        <![CDATA[<p>Are you a secondary school? Are your pupils born in 1992 and good at languages? Then hurry up!, only a few days are left (deadline: 20 October 2009) to register for the translation competition <em>Juvenes Translatores</em>, organised by the European Commission's translation department. <a href="http://ec.europa.eu/translation/contest/registration/registration_form.cfm" target="blank">Please submit your application here</a>.</p>]]>
        <![CDATA[<p>The contest is being organised to promote foreign language usage in Europe, as well as the particular art of translation. Any secondary school in Europe can apply by <b>20 October at the latest</b>. A limited number of schools can take part in the competition; therefore the Commission will use a random selection method to determine which of the applicant schools will be able to participate.</p>

<p>The selected schools will then have to submit the names of up to five pupils (born exclusively in 1992), together with the language pairs (any from among the 23 EU official languages) they have chosen for the contest, by 15 November. The competition will be held on 24 November 2009. Students’ contributions will be evaluated by professional translators at the European Commission and the winners invited to Brussels in 2010 for an award ceremony in the presence of the European Commissioner for multilingualism. </p>

        <![CDATA[<p>Fifteen case studies in 18 languages on the impact of the KidSmart programme on children with special educational needs, and a report on the Traveling Toys inter-cultural project in early education have recently been published. Both projects are funded by IBM.  </p>]]>
        <![CDATA[<p>The <a href="http://www.ibm.com/ibm/ibmgives/grant/education/programs/kidsmart.shtml" target="blank">KidSmart Early Learning Program</a> integrates interactive teaching and learning activities using technology into the pre-school curricula. The programme is now being implemented in 60 countries internationally, serving more than 2 million children from remote geographic areas to underprivileged areas of town and cities.</p>

<p>Now a booklet focusing on the impact of KidSmart on children with special educational needs has been published in 18 languages (English, French, German, Spanish, Italian, Portuguese, Dutch, Danish, Swedish, Norwegian, Finnish, Czech, Slovakian, Polish, Romanian, Turkish, Russian and Hebrew). It features 15 case studies from a number of European countries plus Israel and South Africa. <br />

<p><a href="http://www.ibm.com/ibm/responsibility/kid_smart.shtml" target="blank">Traveling Toys</a> is an inter-cultural project in early education covering 13 European countries especially meant in support of the 2008 European Year of Intercultural Dialogue.         <![CDATA[<p>UNESCO Bangkok recently produced four CD-ROMs, the first volume in a series of quality resources for the ICT in Education Teacher Training Project in the Asia-Pacific Region. One objective of this project is to develop a set of materials that will be useful to Teacher Education Institutions (TEIs) in training teachers to integrate ICT in their pedagogy. However, anybody involved in education can make good use of the resources presented on the CDs.</p>]]>
        <![CDATA[<p>The four CD-ROMs are the following:</p>

<p>- <em>Free Software for Educators</em>: this CD-ROM contains free (open source) software which may help educators to produce their own ICT based learning objects, learning materials and classroom resources. About 30 applications are included, categorized into Office & Design, Internet, Educational Tools, Audio and Video, Graphics & Animation and Utilities.</p>

<p>- <em>Multimedia Resources</em>: a collection of clip art, PowerPoint backgrounds, icons, pictures, music, flash applets for teachers to produce their own materials or lesson plans.</p>

<p>- <em>Web-tools for Educators</em> (updated version of the 2007 Japanese Funds-in-Trust funded edition): this CD-ROM offers about 50 web-based applications which are potentially useful for all types of education activities. Every application has its own tutorial explaining the educational potential and the technical installation.</p>

<p>- <em>Directory of ICT resources for Teaching and Learning of Science, Mathematics and Language </em>(reproduction of the 2008 Japanese Funds-in-Trust funded edition): the Directory contains a set of ICT-based resources for teaching and learning of science, mathematics and language for secondary-level students, including simulations, video clips, interactive learning objects for quizzes, animation, and other kinds of multimedia learning activities. </p>

<p>The resources are especially valuable for educators who don't have fast Internet connections (or no Internet connection at all), and those who have limited funds and lack the time to search for good, free teaching resources.</p>

        <![CDATA[<p>A <a href="http://www.nanoyou.eu/survey" target="blank">survey</a> exploring young people’s perceptions on nanotechnologies has been launched today 1 October 2009 by NANOYOU – Communicating Nanotechnology to European Youth, whose aim is to design and undertake a communication and education outreach programme for young people. </p>]]>
        <![CDATA[<p>As a preliminary study, the survey carried out by ZSI – the Centre for Social Innovation, addresses students aged 11 to 25 about what they have heard about nanotechnologies, what they associate with them, what they know and how and where they have learnt about. Students are also asked what applications and products they would like to see developed and to reflect upon social and ethical aspects of new technologies. The questionnaire is available online (<a href="http://www.nanoyou.eu/survey" target="blank">www.nanoyou.eu/survey</a>) in eight languages (Catalan, Danish, German, Italian, English, French, Rumanian and Spanish) and open both to schools and classes. Results will be available in January 2010 on the NANOYOU website (<a href="http://www.nanoyou.eu" target="blank">www.nanoyou.eu</a>). Additionally, schools can register for being part of the pilot within the project at <a href="http://www.nanoyou.eu" target="blank">www.nanoyou.eu </a>. </p>

<p>NANOYOU is a European research project with partner organisations from seven countries. While many programmes and projects informing the public about nanotechnologies already exist, this is the first specially focusing on youth, offering activities at school. </p>

<p>ENTITLE (Europe's New libraries Together In Transversal Learning Environments) is a multilateral project under LLP KA4 Dissemination and Exploitation of Results, designed to support and extend the progress made to date by Europe’s public libraries in supporting learning for all age groups and sections of society, by disseminating, consolidating and enhancing the work of key existing networks, projects and initiatives in this area.<br />
It will focus on the contribution to be made through informal learning settings in libraries to lifelong learning, combating digital illiteracy and social exclusion, paying special attention to gains achieved through the applications of ICT.<br />

        <![CDATA[<p>The award winning paper explored the issue of teacher generated tags in the MELT project. The paper was presented at ICWL09, the International Conference for Web-based Learning, in Aachen by Riina Vuorikari, Senior Research Analyst in EUN. The co-authors of the paper were MELT project partners from Italy and Estonia. </p>

<p>European Schoolnet co-presented another two papers in the conference dealing with issues regarding reusability of annotations such as tags and rating, as well as with the rights' management. ICWL is an annual international conference on web-based learning</p>

        <![CDATA[<p>A high number of female students are not pursuing further studies or careers in the information and communications technology (ICT) sector, despite having good basic computing skills, according to a study and white paper by European Schoolnet, commissioned by Cisco.         <![CDATA[<p><u>Key facts</u>:</p>

<p>• The study, which covers students, parents and teachers of both genders in five European countries, reveals that there is boys and girls are roughly equal in their aptitude for, and enjoyment of, ICT at the secondary level.</p>

<p>• Many female students go on to study technology at tertiary levels. However, the majority do not intend to pursue careers in the technology sector.</p>

<p>• Europe is facing a shortfall of skilled ICT workers over the next few decades. Reports point to 70,000 unfilled jobs in the tech sector by 2010.</p>

<p>• In parallel, Europe’s working population is predicted to shrink as a result of changing demographics and an aging workforce, a situation that could be significantly alleviated by increasing the recruitment and retention of women across the board.</p>

<p>• Women are currently underrepresented in the ICT sector. In 2004 females represented less than 25 percent of all computing graduates in the EU-27.  </p>

<p>• In Poland, Italy, U.K., France and the Netherlands, the majority of girls surveyed were interested in ICT. However, up to 50 percent dropped out of further studies and ICT career paths.</p>

<p>• According to analysis of the findings, the single most de-motivating factor is the view that the tech sector is inherently better suited to men.</p>

<p>“Girls in my generation are not really encouraged to go into IT. A lot of girls get into the sector via vocational colleges, and it can be intimidating being the only girl in a group of boys.” said Dawn Breen, a Cisco Networking Academy graduate now working in ICT support for a software company in the UK.</p>

<p> “I would not hesitate to recommend a career in technology to any young woman who is seriously contemplating it. In my experience, once you make it into a job, females are very successful. The industry is changing, and there are more and more places for women to go and to aspire to. My message to girls would be: You won’t be the only one, so don’t deny yourself a great opportunity.”</p>

<p>“Falling interest in maths, science and technology subjects at secondary and tertiary level is a problem in many European countries. This kind of research can help us better understand the issue and identify strategies - often based on multi-stakeholder initiatives - to improve the situation,” said Marc Durando, Executive Director of European Schoolnet.</p>

        <![CDATA[<p>ELearning Africa, the annual most comprehensive event dedicated to ICT for development, education and training of the African continent, has kicked off today 27 May 2009 in Dakar, Senegal. In particular, among key issues and main initiatives in the field of e-learning in Africa, this 4th edition will bring into focus one-to-one vs. shared computing, sustainability of open source solutions, OER, mobile learning, pedagogical integration of ICT, and ICT4E policies. <br />
</p>]]>
        <![CDATA[<p>The one-day pre-conference workshops and the main tow-day conference (on 28-29 May) will feature about 350 speakers from 60 countries, 4 plenary sessions, 10 parallel conference strands with 60 sessions, 14 demonstrations and best practice examples, and 21 pre-conference events. </p>

<p>Pre-conference events on 27 May include the third UNESCO-UNEVOC TVET Summit on “Access and Inclusion: Improving TVET through ICT-Based Information and Learning Solutions”, the African Virtual University (AVU) eLearning Day, and several workshops. Among these, the Storytelling workshop held by Tim Unwin from the Royal Holloway University of London (UK), will explore how stories can be included more comprehensively in African ICT4D initiatives. The Lay the Foundation for Universities 2.0 workshop, jointly held by different African universities and leading distance-learning centres, will go through innovative experiences and debate about the creation of a “university 2.0”. </p>

<p><u>Conference highlights</u></p>

<p>Among the others, the Conference will feature the following topics:</p>

<p>- Case studies presented by SPIDER showcasing the way in which one-to-one computing has been realised in large scale equipment roll-outs in Rwanda, Ethiopia and Uruguay will open the debate on one-to-one vs shared computing.</p>

<p>- Practitioners from the National Open University of Nigeria, MEF/IMSP (Benin) and Makerere University (Uganda) will give input on discussion about the extent to which open source solutions can be made sustainable.</p>

<p>- Presenters from OER Africa, the National University of Rwanda and the Shuttleworth Foundation in South Africa will develop the theme about the open educational movement (OER) in Africa and the possibility of increasing access to educational content for Africa's resource-poor higher education institutions.</p>

<p>- The Institute of Tropical Medicine in Belgium, Ecole Nomade in France, University of South Africa, Mid Sweden University and the Open University of Tanzania, will showcase practical examples of mobile learning initiatives. </p>

<p>- Presentations by IICD, The Netherlands, Ministère des Enseignements Secondaires, Cameroon, the University of Lagos, Nigeria and COFOPS-INTER, Cote D’Ivoire will inspire debate on the development of ICT4E policies.</p>

<p>- The results of a new research led by IDRC’s PanAf Observatory will highlight the ways in which the pedagogical integration of ICT can improve the quality of teaching and learning in Africa.</p>
